Founded as Black River Vocational technical school in 1972, the school is now a public, two-year Arkansas school with an open admissions policy that is committed to meeting the technical, academic, professional, cultural, and personal enrichment needs of the citizens of Northeast Arkansas and the surrounding areas. The college was renamed Black River Technical College in 1991 and is governed by a Board of Trustees.

The main campus of Black River technical College is located in Historic Pocahontas, Arkansas, which has a population of about 10,000. Black River technical college is an architecturally modern designed campus with 18 buildings located on 89 acres. All facilities are accessible to the handicapped.
