Portland, Oregon's Phagans' School of Hair Design prepares students for careers as licensed hair stylists, estheticians and nail technicians. Phagans' School of Hair Design strives to teach its students communication and people skills, as well as helping them develop entry-level job skills and prepare for state licensing exams. In addition to programs in hair design, esthetics and Nail Technology, all Phagans' School of Hair Design students are required to take courses in safety and sanitation, as well as career development. Those who are interested in becoming educators in hair design and other Cosmetology fields themselves can enroll in the Cadet Instructor course at Phagans'. Successfully finishing that program allows graduates to register as a vocational school instructor with the Oregon Department of education.

The length of the programs varies, from seven weeks for esthetics to 42 weeks for hair design. In order to make satisfactory progress toward the completion of a program at Phagans' School of Hair Design, students are required to maintain a grade and attendance average of 75 percent. The school offers scholarships to some students, and has two locations, one in Portland and a second in Milwaukie, Oregon, a suburb of the city.

Students in the esthetics program at Phagans' School of Hair Design study the skin, skin diseases and disorders, as well as learning about facials, make-up, hair removal, lash and brow tints, and how to apply artificial eye lashes. Those interested in hair design learn about color, hair cutting, permanent waving, wet and thermal styling, shampooing and conditioning, wiggery and barbering. Future nail technicians study nails and their related structures, manicuring, pedicuring, artificial nail application and maintenance, disorders and disease of the hands, feet and nails are all offered at Phagans' School of Hair Design.
